Speaking at the Training of Trainers workshop in Masaka, Mugyema emphasized that the trainers would represent the Ministry of Local Government and the Government at large when they roll out the induction programme to local governments across the country.

“You will be the face of Government and the Ministry. Approach this assignment with professionalism and commitment,” Mugyema told the trainers.

The Commissioner urged trainers to look beyond their individual areas of expertise and prepare to respond to questions on various aspects of local governance, including decentralisation, democracy, representation, and the legal framework governing local governments.

He stressed that the induction programme is designed to provide local government leaders with the knowledge, skills, and tools required to deliver quality leadership and improve service delivery to Ugandans.

“Effective leadership requires deliberate preparation and capacity building. We must strengthen the institutions of local government rather than judge leaders based on personal perceptions,” Mugyema said.

He further encouraged trainers to help local government leaders appreciate the constitutional and democratic processes through which they were elected, noting that this understanding is critical for effective governance at the grassroots level.

The Training of Trainers workshop is part of broader efforts by the Ministry of Local Government to ensure that newly elected councilors are well-equipped to handle their responsibilities and deliver on their campaign promises to constituents.

The induction programme is expected to cover key areas of local governance, financial management, planning, and service delivery, with the ultimate goal of improving the quality of life for citizens at the local level.
