The development follows letters dated October 19, 2026, from the Ministry of Local Government Permanent Secretary, Ben Kumumanya, directing the interdiction of the affected officers to pave the way for investigations by the State House Anti-Corruption Unit and other relevant government agencies.

According to the documents, 22 of the affected employees are from Ntungamo District Local Government, while five are from Ntungamo Municipality.

The letters indicate that the decision followed a meeting convened by the Minister of Local Government in Ntungamo on October 14, 2026, during which several concerns were raised about the conduct of the officers and the management of public resources.

The ministry said the alleged irregularities had significantly compromised service delivery in both the district and the municipality.

Others named in the district letter include David Katusiime, identified as the Secretary of the District Service Commission; Gerald Nuwagaba, Principal Assistant Secretary; Emmanuel Byamukama, Principal Assistant Town Clerk; Phiona Kabakunda, Senior Assistant Secretary; Ezra Kwesiga Mukama, Senior Internal Auditor; Arthur Mwebesa, Senior Finance Officer; Beston Bashajaa and Asa Mwebesa, both listed as accountants.

The list also includes several other officers in technical and administrative positions.

At Ntungamo Municipality, the five officers listed for interdiction are Municipal Inspector of Schools Gladys Turigye, Municipal Engineer Fred Tumusiime, Municipal Accountant Banex Nuwagaba, Municipal Education Officer Gordon Nabaasa and Assistant Engineer Frank Anku zire.

The second page of the district letter lists additional officers, including Tomson Ayesiga, Sam Tukesigye and Leonard Tibandeba, all head teachers at different primary schools; Assistant Engineers Fred Mwima and Moses Twiine; Senior Assistant Accountant Johnson Rukundo; and Road Overseer Aloysious Twine.

The ministry directed the relevant authorities to implement the interdictions with immediate effect in accordance with Section F-s 14 of the Public Service Standing Orders, 2021.

Copies of the correspondence were sent to the Minister of Local Government, the Minister of State for Local Government, the Inspector General of Government, the Head of Public Service and Secretary to Cabinet, the head of the State House Anti-Corruption Unit, the Ntungamo Resident District Commissioner and the district chairperson.

The interdictions are intended to allow the relevant authorities to investigate the matters raised and take appropriate action in line with the applicable administrative and disciplinary procedures.

The development places renewed attention on accountability and the management of public resources at local government level, where effective administration is essential for the delivery of services such as education, water, infrastructure and other community programmes.

However, interdiction does not amount to a finding of guilt. The allegations against the affected officers remain subject to investigation and the applicable procedures, and the officers should be accorded due process.

Further details on the specific allegations against individual officers, the duration of the interdictions and the outcome of any investigations had not been established from the documents available.
