RUKUNGIRI, Uganda — The Chairperson of the Southern Division in Rukungiri Municipality, Gumisiriza Joel, has called for the transfer of the Division Town Clerk, Ms. Aheebwa Clara, citing concerns over administration, service delivery and working relations within the division.
In a letter dated July 20, 2026, addressed to the Mayor of Rukungiri Municipal Council, Gumisiriza, who serves as the LC III Chairperson for Southern Division, requested the Mayor’s urgent intervention and the transfer of the Town Clerk to another duty station.
According to the letter, the request follows what the Chairperson described as a series of persistent concerns that have allegedly affected the administration and service delivery of the division.
Among the concerns raised are frequent absenteeism from duty without reasonable justification, which the Chairperson says has resulted in delays in administrative operations and service delivery.
Gumisiriza also accused the Town Clerk of alleged misconduct and actions he said were inconsistent with the standards of conduct expected of a public officer.
The letter further alleges that the Town Clerk has failed or refused to implement lawful resolutions passed by the Division Council, which the Chairperson says undermines the authority of the council and frustrates its oversight and policy implementation role.
Other concerns include alleged disruption and delays in the implementation of government programmes and projects within the division, which the Chairperson says have affected service delivery and community development.
Gumisiriza also raised concerns about the Town Clerk’s working relationship with political leaders, technical staff and other stakeholders, alleging that this has resulted in unnecessary conflicts and administrative challenges.
He further accused the Town Clerk of failing to provide timely technical guidance and administrative support required for the effective functioning of the division.
In the letter, the Division Chairperson said repeated consultations, guidance and efforts to resolve the concerns amicably had not resulted in significant improvement.
He said the continued presence of the Town Clerk under the circumstances had negatively affected the performance of the division and public confidence in local government administration.
Gumisiriza therefore requested that the authorities investigate the concerns and take the necessary administrative action, specifically asking that Ms. Aheebwa be transferred to another duty station and that a suitable replacement be deployed to restore efficient service delivery.
“The request is made in good faith and in the best interests of the people of Southern Division,” the Chairperson stated, adding that his objective was to promote good governance, accountability and effective implementation of government programmes.
He also pledged to continue working harmoniously with both the technical and political leadership to advance development and improve service delivery within the division.
Copies of the letter were sent to the Town Clerk of Rukungiri Municipal Council, the LC IV Chairperson, the District Internal Security Officer (DISO), and the Resident District Commissioner (RDC) of Rukungiri District.
