Health centres and hospitals should make requisitions for enough anti-hypertensive drugs, including sufficient doses of normal saline, to be able to attend to the big numbers of government officials who are likely to be affected by the pending reshuffle.
In my investigations, a big number of Resident District Commissioners (RDCs), their deputies and Assistant RDCs will not remain after this reshuffle, which, to me, is like a deadly tsunami.
So far, the list of RDCs, both the old and the proposed new ones, is still going through a serious litmus test, now in the fifth stage, with four stages remaining before the list comes out. However, what is affecting many old RDCs is the poor performance of the Parish Development Model, whereby some of the RDCs became beneficiaries of a project that is meant to fight poverty among local people.
This is the reason why the President delayed the reshuffle of RDCs, so that he could get a clear picture of the RDCs’ performance.
The appointing authority this time around is not listening to anyone. Whoever is arrested with evidence will go home.
On the side of ministers, many are going to remain as Members of Parliament due to their poor way of handling their ministerial positions.
This time around, the appointing authority, who is the President of the Republic of Uganda, General Yoweri Kaguta Museveni, is likely to appoint many ex-officials as ministers, looking at the outstanding performance of Mr. Balaam, without any sympathy for losing votes from any constituency.
I want to thank our Badman General Muhoozi Kainerugaba for being a patriot who does not entertain laziness among ministers and RDCs. I am sure this time around, the RDCs will largely be young and energetic youth with sound minds, as has always been advocated by our lovely General Muhoozi Kainerugaba.
We shall bring you those details in the next story.
