IGG, thank you for the first step you have taken by ordering the interdiction of the Commissioner for National Roads in the Ministry of Works and Transport, Mr Isaac Wani, whom I have all along been writing about, questioning why he was still in office yet he was allegedly involved in the Busega–Mpigi Expressway saga that led to the dismissal of several lower-level engineers.

I would also like you, the IGG, to take an interest in investigating how these officials were interdicted and later dismissed, yet the alleged cause of the entire saga was Mr Wani.

I hope the Permanent Secretary will respect your letter and have Mr Wani interdicted as per your directive.

Since you have discovered the person allegedly responsible for the Busega–Mpigi Expressway saga, I would now like to request you again to investigate the current Minister for Works and Transport, Mr Fred Byamukama, who, I allege, has used his office to cause more harm than good to the local population in Kakumiro.

Here are some of the incidents attributed to Minister Fred Byamukama that you should take an interest in investigating.

In June 2025, the minister allegedly connived with Kakumiro Police CID officers and the Resident State Attorney, who charged Mr Bright Alinda with defilement. The case was dismissed by court because, according to the allegations, the State Attorney and police had used forged documents to implicate Mr Alinda. Here, there are allegations of forgery, false imprisonment and abuse of office. This was allegedly done because Mr Byamukama feared that Mr Alinda was going to contest against him in the NRM primaries in Bugangaizi West Constituency. Because of his detention, Alinda missed the NRM primaries, and Mr Byamukama was declared unopposed. I consider this corruption.

In December 2025, Mr Byamukama, with the alleged support of the former Speaker of Parliament, caused the Electoral Commission to disqualify Mr Kisembo James Wakame from the parliamentary election for Bugangaizi West Constituency. Kisembo James appealed to the High Court, but because the Electoral Commission, led by Justice Simon Byabakama, was allegedly part of the connivance, it delayed releasing the ruling on Kisembo’s case. The court subsequently ruled that his appeal was time-barred, and Mr Byamukama was later declared unopposed. I also consider this wrong.

From December 2025 to July 2026, Mr Byamukama allegedly diverted Ministry of Works and Transport equipment for his private use in his village of Rutoma, clearing his bush farm. This was also wrong.

Between 2024 and 2025, Mr Byamukama allegedly diverted resources and constructed a tarmac road leading to his residence in Kikwaya Trading Centre, depriving the public of the opportunity to benefit from the programme. I also consider this corruption.

The family of Mr Kalemba Yowana in Nyansimbi Village is still crying out against the minister, accusing him of forging documents to acquire land in the same village by claiming to be a relative of a person named Kalemba Yowana, yet the family says he never belonged to their family.

There is another forgery case at the Hoima High Court in which Mr Byamukama and his brother have been accused. The case is registered as Civil Suit No. 108 of 2023. Dear IGG, you can investigate and establish the facts.

The family of Mr Yowana Kalemba is still crying out, and its attempts to meet the President have failed. The family accuses Minister Byamukama of allegedly forcefully obtaining Shs 65 million from them, which was meant for road construction compensation. The family is still available, IGG, and you can verify these allegations.

You can investigate all these matters through your own team so that, if the fight against corruption and misuse of office is genuine, Minister Byamukama should be relieved of his ministerial duties, but only after the allegations have been investigated and the law has taken its course.
