Hon. Babalanda made the call while attending a thanksgiving ceremony in honour of Hon. Hajji Wandera Sadara, who celebrated his successful election as the Member of Parliament for Bugweri County in the 12th Parliament.
The minister joined Speaker of Parliament Rt. Hon. Jacob Oboth Oboth and residents of Bugweri during the event, where she delivered greetings from President Yoweri Kaguta Museveni, First Lady and Minister of Education and Sports Janet Kataha Museveni, and the entire team at the Office of the President.

Babalanda thanked the people of Bugweri for placing their trust in Hon. Wandera Sadara and for supporting NRM candidates during the recent General Elections, saying the decision reflected confidence in leadership focused on stability and development.
She said the electorate’s choice demonstrated their commitment to a development agenda aimed at improving livelihoods at the grassroots level and transforming communities across the country.
Addressing residents, the minister urged families to move away from subsistence activities and embrace opportunities created through government programmes such as the Parish Development Model (PDM), Emyooga, Operation Wealth Creation (OWC), and the 4-Acre Model.
She noted that Uganda’s ambition of attaining upper middle-income status requires households to actively participate in the money economy and make full use of available government support programmes through parish-level structures.
Babalanda further appealed to residents to work closely with their elected leaders to promote effective service delivery, accountability, and proper utilization of government resources, assuring them that the government remains committed to ensuring inclusive development.
The thanksgiving ceremony was attended by religious leaders, local government officials, NRM leaders, and hundreds of residents from Bugweri County who gathered to celebrate Hon. Wandera Sadara’s victory and thank God for his successful election.
