The political situation surrounding former Speaker of Parliament Annet Anita Among has taken another unexpected turn after Chief of Defence Forces Gen Muhoozi Kainerugaba announced that she is set to be released from house arrest.

Muhoozi said President Yoweri Museveni, who is also the Commander-in-Chief of Uganda’s armed forces, had instructed him to ensure that Among is released from the restrictions placed on her.

The revelation was made through Muhoozi’s social media platforms, where he indicated that he had received a direct instruction from his father concerning the former Speaker.

“My father has instructed me to release AAA from house arrest. We shall do that as well,” Muhoozi reportedly stated, referring to Among by her initials.

The announcement has attracted significant attention because Among has spent more than three months under house arrest without appearing before court to answer the allegations that had been linked to her.

Her troubles emerged shortly after the May presidential inauguration and parliamentary swearing-in ceremonies. Among was reportedly seen at Kololo on May 12 during Museveni’s swearing-in before attending the parliamentary proceedings the following day.

Soon after those public appearances, her political fortunes changed dramatically. The former Speaker, who had been at the heart of Parliament’s leadership, was no longer at the centre of the race to lead the 12th Parliament.

The change came amid allegations concerning her wealth, conduct in Parliament and alleged financial impropriety. Security agencies subsequently launched operations at several properties associated with her.

Police and military personnel reportedly searched Among’s residences as investigators pursued information relating to allegations of corruption and illicit enrichment.

The searches reportedly resulted in the seizure of several vehicles and other items. One of the most talked-about vehicles was a Rolls-Royce reportedly valued at approximately Shs3.4 billion.

The luxury car became a major talking point as public attention focused on the former Speaker’s wealth and the allegations surrounding the source of some of her assets.

Reports also indicated that investigators searched several residences and collected documents and electronic equipment that could potentially be relevant to the investigations.

Despite the scale of the security operations, Among has not publicly appeared before a court to face charges relating to the allegations. This has left many questions about the legal status of the investigations and what authorities intend to do next.

The Inspectorate of Government was reportedly given information and evidence concerning allegations involving the former Speaker. However, no public prosecution against Among had been announced by the time of Muhoozi’s latest statement.

While Among remained confined to her residence, investigations also spread to other individuals who had worked within Parliament.

Former Parliament Director of Communications Chris Obore was arrested together with six other suspects in a separate corruption-related case. The suspects were subsequently remanded to Luzira Prison.

They are reportedly accused of involvement in the alleged embezzlement of more than Shs30 billion. Their cases remain before the courts, where the allegations will be tested through the judicial process.

The arrest of people within Parliament added another layer to the controversy surrounding the institution and intensified public scrutiny of financial management within the legislature.

For Among, however, the latest development could signal a major shift after weeks of uncertainty. Her release would bring an end, at least for now, to the restrictions that have kept her away from normal political activity.

The announcement has also created fresh speculation about whether the former Speaker could eventually return to active politics. Among remains the elected Woman Member of Parliament for Bukedea and therefore retains a political platform despite losing the Speakership.

Another major question concerns the items reportedly seized during the searches. It remains unclear whether the vehicles and other property will be returned, retained as part of investigations or subjected to further legal proceedings.

The reported presidential directive has also renewed discussion about the relationship between political decisions and investigations involving senior government figures.

Some Ugandans are likely to question why Among was not taken to court if authorities had gathered sufficient evidence, while others will wait for official explanations from the relevant government institutions.

For now, Gen Muhoozi’s announcement provides the clearest indication yet that Among’s period of house arrest could be coming to an end.

The circumstances surrounding her detention, the investigations and the future of the seized property are still expected to generate further debate as authorities provide more information.

The situation remains fluid, and any additional statement from the Presidency, security agencies or the Inspectorate of Government could provide more clarity on what happens next in the case involving the former Speaker.
