Uganda’s Secondary Education Expansion Project spent just 37 per cent of the funds released to it in the 2025/26 financial year, with land acquisition challenges delaying construction of new schools and the expansion of existing ones.
The Ministry of Education and Sports’ FY2025/26 performance statement shows that the project received Shs195.66 billion, but expenditure remained at 37 per cent by the end of June 2026.
The project is intended to increase access to secondary education through the construction of new schools and the expansion of existing facilities.
However, the Ministry identified difficulties in acquiring land as a major obstacle, saying the challenges delayed both the start and progress of construction works.
The Ministry said it was addressing the bottlenecks to ensure that the available funds are used to achieve the project’s objectives.
The low expenditure highlights implementation challenges facing the programme, which is intended to expand Uganda’s secondary school infrastructure.
