LIRA CITY – A fresh political wave sweeping Northern Uganda could be the long-awaited trigger for the region’s industrial take-off, according to Amolatar Deputy Resident District Commissioner Obonyo Magwar.
In a statement analysing the political and economic landscape following the Patriotic League of Uganda (PLU) launch for the Lango sub-region in Lira City on October 4, 2026, Magwar said the massive youth turnout and the announced MK seed fund signal a one-time opportunity to transform the region from poverty to wealth creation.
“I saw thousands of youth scrambling to hear and have a glimpse of the advocates of the ‘Tuko Pamoja’ political strategy and the billion-shilling economic safety net in the announced MK seed fund,” Magwar said. “The resilience and scramble under the scorching sun by the youth was all due to the search for hand-outs amidst the biting poverty made worse by climate change.”
Magwar revealed that Amolatar and likely other parts of Northern Uganda lost two consecutive seasons without profitable harvests, a situation he said prompted him to begin official channels to propose to the President a marshall plan to relieve current restrictions on the fishing and livestock industry.
He argued that the PLU’s triumphant entry in Northern Uganda is a one-time political opportunity stemming from President Museveni’s fresh political success in the last general elections, where voters gave massive support reminiscent of the revolutionary Luweero support.
“This current political capital and wave should be galvanised for mobilisation of the young and farmer-oriented populations to go for high-value enterprises and strategically align themselves towards industrialisation,” Magwar said.
He cited the region’s rich soils, fishing endowments, and its position as the geographical pinpoint centre of Uganda and the next tourism destination as key advantages.
The Deputy RDC said PLU should build on its massive embrace in Northern Uganda to support value addition in the agricultural sector, which will in turn support the much-needed industrialisation and subsequently hit the desired target of wealth creation the President has heartily desired for the entire country.
He noted that Mr Kabanda confessed being sensitised about the region’s central geographical position by Hon. Hamson Obua.
On the part of district administrations, Magwar said districts in Northern Uganda, especially Amolatar, have to purposely market their immense potentials to attract national and international investments.
One such potential, he said, is talent in football and other forms of athletics. “The already mobilised athletes just need some form of sports funding and linkages to national federations and having standard spaces to improve talent from,” he said.
He added that districts have to showcase the “great trek” away from and abandonment of all forms of open corruption and its auxiliary strings.
Several personalities, including Dr Jane Ruth Aceng, Hon. Hamson Obua, PLU’s Hon. Mawanda, MPs of the region, and local music artists, spoke about the need to embark on the “Corruption Defeated Finally” strategy and not to have any bedside whisper with corruption.
“To me, I think if the current campaign is well managed, it will contribute to accelerated attraction of investments in Amolatar and Northern Uganda as a whole,” Magwar said.
While PLU has surely attracted the youth, Magwar said the youth need to be supported to acquire basic survival skills, which the President used to refer to as community artisan skills.
He listed current income openings in phone repairs, welding, construction, food processing and packing, cloth and hair designs, equipment and machine repairs, art and design, computer-related and other innovations as areas that can fit into the seemingly big plan of PLU, a development-oriented pressure group building on the carpet laid by the NRM revolution.
“Having youth livelihood skills as above in an agricultural-based economy positions them to have liquidity all year round to an extent that when the extremes of weather hit, the youth and related families can still survive without begging,” Magwar said.
“Such is the true independence that we all gear to celebrate every 9th of October.”
