MP Bulambuli Constituency Emmanuel Wepukhulu Biara has appealed to Patriotic League of Uganda (PLU) leaders to reconsider a planned demonstration at the Turkish Embassy scheduled for September 18, 2026.
In a message addressed to PLU General Secretary Hon. Fadil Twalla, Biara praised him for what he described as remarkable mobilisation and organisational work since taking up the leadership position about 80 days ago. He said PLU had gained visibility, momentum and renewed energy under Twalla’s leadership.
However, Biara warned that the progress could be affected by one action or event, particularly the planned demonstration at the Turkish Embassy. He called for careful consideration of the reasons behind the planned protest and its possible political and diplomatic consequences.
Biara said that if the demonstration is mainly connected to the case involving Ugandan activist and government critic Fred Lumbuye, PLU leaders should consider the bigger political and diplomatic picture before proceeding.
He argued that PLU is presenting itself as a serious political force with an ambition to take national leadership in 2031. Because of this, he said, the organisation’s activities should increasingly demonstrate discipline, responsibility, maturity and statesmanship.
The MP also pointed to Turkey’s importance as a diplomatic partner to Uganda. He noted that Turkey is expected to host COP31 and argued that Uganda will need to maintain good relations with Turkey and other international partners as it continues to engage on climate change and other strategic matters.
Biara said issues concerning Lumbuye can be pursued through alternative political, legal and diplomatic channels rather than holding demonstrations at a foreign diplomatic mission. He warned that such actions could unnecessarily create diplomatic tensions and potentially affect Uganda’s wider interests.
He further appealed to PLU leaders surrounding Gen. Muhoozi Kainerugaba to advise him strategically and keep the organisation’s long-term political objectives in mind. According to Biara, the movement should focus on building the capacity and image required of an organisation that wants to govern the country in the future.
Addressing Gen. Muhoozi directly, Biara described him as the head of security and one of the leaders he strongly supports. He respectfully asked him to reconsider the planned demonstration and, if possible, call it off.
Biara said PLU should instead demonstrate the maturity, restraint and statesmanship expected from a movement preparing to take national leadership. He stressed that the organisation’s mission should be bigger than one individual or one day, urging its leaders and supporters to keep their focus firmly on 2031 and the future of Uganda.
