Director General Fred K. Bamwesigye emphasized the importance of these partnerships, saying, “Uganda signed a capacity development and implementation agreement with ICAO in May 2024. ICAO is to provide Uganda with access to expert rosters, project management, and customized training packages.” His words reflected the administration’s determination to link national progress with international support.

The agreement with ICAO will lead to the development of a new National Air Navigation Plan for Uganda. This plan will integrate modern technologies, streamline procedures, and ensure that Uganda’s aviation systems meet international standards. Stakeholders welcomed this initiative. An ICAO representative noted, “Uganda has demonstrated commitment to compliance and modernization. Our partnership will strengthen systems and build capacity for sustainable growth.”

Other partnerships have also been significant. A memorandum of understanding with the Sharjah Chamber of Commerce paved the way for the construction of Kidepo International Airport, designed to boost tourism. Agreements have also been signed for the operation of a fuel hydrant line at Entebbe under a build‑operate‑transfer arrangement, with a storage capacity of 22 million liters.

Safety has been a key focus of these partnerships. Emirates partnered in Uganda’s inaugural Safety Week, conducting a foreign object debris walk and community engagement at Nakiwogo market. A representative from Emirates noted, “Our partnership in Uganda’s Safety Week reflects our confidence in the country’s aviation systems. Safety is a shared responsibility, and Uganda has demonstrated leadership.”

Statistics reinforce the impact of these partnerships. International passenger numbers rose to 2,243,104 in 2024, while cargo exports reached 44,865 tons. Commercial aircraft movements increased to 32,552, and overflights rose to 25,137. These figures demonstrate that Uganda’s aviation industry is not only compliant but also expanding.

Environmental sustainability has also been integrated into global partnerships. Uganda has adopted ICAO’s CORSIA carbon offsetting scheme, implemented green procurement, and introduced air quality monitoring. These measures ensure that Uganda’s aviation growth is environmentally responsible.

Uganda’s aviation industry has been strengthened by global partnerships that bring expertise, resources, and credibility. These collaborations ensure that Uganda’s aviation systems are aligned with international standards and capable of supporting sustainable growth.
