Safety and security have become the cornerstone of Uganda’s aviation transformation under the current administration. The Civil Aviation Authority has invested heavily in systems, equipment, and culture to ensure that Uganda’s skies are secure and resilient.

Director General Fred K. Bamwesigye highlighted the importance of safety, telling stakeholders, “Congratulations to all of you. The ICAO USAP‑CMA results for Uganda were above the regional average and the global average. It is a vote of confidence in Uganda’s aviation security system.” His words captured the pride of an institution that has prioritized compliance and vigilance.

The administration has introduced new systems, including the Civil Aviation Safety, Security Oversight Reporting and Tracking Tool. Phase one of the aviation security component has already been implemented. ISO 9001:2015 certification was awarded to UCAA, Entebbe International Airport, and upcountry aerodromes, covering a period of three years until June 2027.

Stakeholders welcomed these achievements. The Minister of Works and Transport, Gen. Katumba Wamala, emphasized during the commissioning of new fire trucks, “These trucks mark a significant milestone in enhancing aviation safety. Uganda is committed to ensuring that our airports meet international standards.” His remarks underscored the government’s support for aviation safety.

The inaugural Safety Week in November 2024 provided a platform for stakeholders to reflect on achievements and reaffirm their commitment to safety. A hazard identification tool was launched, and Emirates partnered in safety activities, including a foreign object debris walk and community engagement at Nakiwogo market. These initiatives demonstrated that safety culture is now embedded in Uganda’s aviation industry.

Statistics reinforce this progress. International passenger numbers rose to 2,243,104 in 2024, while cargo exports reached 44,865 tons. Commercial aircraft movements increased to 32,552, and overflights rose to 25,137. These figures demonstrate that Uganda’s aviation industry is not only compliant but also growing.

Environmental sustainability has also been integrated into safety planning. Measures such as green procurement, air quality monitoring, and ICAO’s CORSIA carbon offsetting scheme have been adopted. These steps ensure that Uganda’s aviation growth is environmentally responsible.

Stakeholders from the private sector have praised these initiatives. A representative from Emirates noted, “Our partnership in Uganda’s Safety Week reflects our confidence in the country’s aviation systems. Safety is a shared responsibility, and Uganda has demonstrated leadership.”

The administration’s emphasis on safety and security has transformed Uganda’s aviation industry. By combining compliance, equipment upgrades, stakeholder engagement, and environmental sustainability, UCAA has positioned Uganda as a credible hub in regional and international aviation.

As Bamwesigye reminded stakeholders, “For us, it is an opportunity to interact with you, our valued stakeholders, and update industry players on milestones attained in the course of the past year, provide an update on plans for 2025, and get valuable feedback for continuous improvement.” His words reflect the administration’s philosophy: transformation is not only about infrastructure but also about trust.

Uganda’s aviation industry has strengthened its safety and security culture, ensuring that the country’s skies are open, secure, and ready for the future.
