ISINGIRO — The Ministry of Local Government has interdicted Isingiro District Chief Administrative Officer (CAO) Alice Asimwe Rushure to pave the way for investigations into allegations of gross negligence, abuse of office and mismanagement of public resources.
Rushure was interdicted in a letter dated August 7, 2026, following a meeting convened by Local Government Minister Balaam Barugahara in Isingiro District on August 6, during which a number of issues concerning her conduct and the management of the district were raised.
According to the interdiction letter, the allegations against Rushure include gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety, which the ministry said had compromised service delivery in the district.
The ministry said Rushure had been interdicted in accordance with Section F-S 14 of the Uganda Public Service Standing Orders, 2021, and Regulation No. 38 of the Public Service Commission Regulations, 2009.
The interdiction is intended to allow investigations by the State House Anti-Corruption Unit and other relevant government agencies.
While on interdiction, Rushure will receive half of her salary and has been barred from accessing the ministry or district offices without express clearance from the ministry.
She has also been prohibited from travelling outside Uganda without permission from the ministry.
The ministry further directed Rushure to hand over the office to the Deputy Chief Administrative Officer in accordance with the Public Service Standing Orders, 2021.
Rushure has previously faced criticism over allegations that she blocked journalists from covering Isingiro District Council meetings, although the latest interdiction letter does not cite the media-related allegations among the grounds for her interdiction.
The investigations are expected to establish whether the allegations against the CAO are substantiated and determine any further action.
