The incident was uncovered during a school inspection by Hoima District Local Government Chairperson Uthuman Mugisha Kadiri at Kabaale Public Primary School.

The teacher, identified as Atugonza Joselyne, is accused of absconding from her duties and allegedly engaging Madrine Wembabazi Rahuma to teach pupils on her behalf.

According to district officials, the hired individual had been performing teaching duties under Atugonza’s name and had allegedly gone as far as occupying the teacher’s official staff quarters.

The anomaly was reportedly discovered during the chairperson’s inspection of schools in the district.

District authorities said the substitute teacher was allegedly signing school records using Atugonza’s name, raising questions about how long the arrangement had been in place and whether school management was aware of it.

When officials confronted the suspected substitute teacher during the inspection, she reportedly abandoned the classroom and fled into a nearby bush.

The district chairperson has called on police to arrest Atugonza and investigate the role of the school head teacher in the alleged arrangement.

The authorities are expected to establish whether the head teacher was aware that Atugonza had allegedly been absent from duty and that another person was teaching in her place.

The incident has raised concerns over supervision and accountability in public schools, particularly regarding teachers who fail to report for duty.

District officials are expected to provide further details as investigations continue into the alleged impersonation, absenteeism and possible failure of school management to enforce attendance requirements.

The allegations against the teacher, the hired individual and any other persons implicated remain subject to police investigations and due process.
